Payment plan citylink fines

I currently have a payment plan for $3,000 of enforcement fines for citylink, which I defaulted on 1 time but had the payment plan re-instated. I have accumulated another $8000 in enforcement tolling fines. I called them up to see if I could have the $8000 put on my current payment plan. I was told by the first lady that I would need to pay 20% upfront which was $2,200 because of my previous default on the payment plan, and once I paid over the phone immediately she would put me on the payment plan no waiting for it to clear. When I rang back to pay this amount I was then told by a different person I only needed to pay $1400 (which I did) to get the amount under $10,000. And that I would need to wait until the payment had cleared to be able to go onto payment plan. I have 2days left until they proceed to warrants adding another $145 to each of the 13 enforcement fines. I have exhausted all of my extensions.
I'm wondering do I have to wait until that payment has cleared to be put on payment plan? Will it be rejected as I haven't paid the 2,200 I have no time for errors as it will accumulate another $2000 if it goes to warrants. I'm not sure which person I spoke with is correct? Can anyone help me with some correct info thanks

There is no fixed date that it goes to a warrant. A warrant can remain pending for many months or even years.

You can request to have them taken to a hearing....a magistrate may consolidate fines for you.

It's almost impossible to get a magistrate to look at your large collection of outstanding fines unless the sheriff arrests you and bails you to attend court. The only way you can request a hearing is if you meet the criteria for a s.67 extension of time application.

All I know when I did it was that I filled out paperwork for all the fines and wanted them heard by a magistrate...plead guilty to them all, explained hardship situation.

Yes, that's how it was prior to 1 January 2018.
Not so any more.

That would explain it then...was back in 2016 or 17 when I did it
