I don't know. You'd have to ask someone who regularly exceeds the speed limit.

If a car speeds on a road and no camera is around to see it it, does it make an offence

Simply add an ID chip into every driver licence and then require it to be inserted into a reader by the driver when starting the car then data for the car's speed, location and driver status could be sent to servers every second and almost every traffic offence could be detected and prosecuted. This is already possible to some degree with taxis today - you can't turn on the taxi meter unless you have a current licence and DC, speed and location is tracked by GPS and everything the driver does is recorded on camera.

Won't work Hardy, be too easy to insert someone else's drivers license. No, I'm afraid the only viable solution to this problem is the anal probe with satellite uplink

they will fine you, if they get the photo, or traffic polices see it by their naked eyes.

for most drivers, they will be fined a lot if there is such system.

Or not at all. Most drivers who commit offences do so only because they believe they are not going to be caught and fined. Which is the whole point of covert policing.
All those drivers currently nominating their wives and grandmothers would also need someone to take their rectal probes for them.
