110 in 80 zone

Hi Hardy,
Recently pulled over by HWP and issued an infringement for detected 112/alleged 110 on an open country road recently reduced from 100 to 80.
HWP car was using moving mode radar, oncoming. There was a car driving in front of the HWP car and between us.
Infringement notice looks like it was originally written out for code 1928/15-25/3-pts, but then they have decided to write over it with 1929/25-30/3-month-loss.

Couple of questions.

1) Can moving mode be relied upon with a car in between us?
2) The write-over of the ticket makes me think the speed was arbitrarily chosen. From your experience, might that suggest that they might not have the actual required evidence?
3) If i do decide to pay the fine, is it possible to surrender my license right away and begin my 3 months earlier, rather than wait for the 28 days notice to pass? (Due to coronavirus am currently working from home so it could be more convenient...)

110/80 is exceeding the speed limit by 30kmh or more but less than 35kmh. This imposes 3 months licence suspension and zero demerit points. What Freddie is saying is work might not get back to normal for another 6 months.

Update and quick question...
I began my suspension a few weeks ago, having paid the fine.
Now in the mail i have received a penalty reminder notice for a different obligation number.
I called to find out what was going on, and they said Vic Police had withdrawn the original, and issued another infringement notice, due to the fine amount being incorrect on the original. I hadn't received this by post and so was unaware. The new infringement notice suspension started almost 3 weeks after the original.
Am i within my rights to ask for the suspension to end 3 months after the original suspension start date? As i have already 'served' 3 weeks so it would seem unfair to have to start again and do 15 weeks instead of 12? Who should i take that up with, fines victoria or vic police?

You can take it up with Traffic Camera Office.
I don't think you will get very far unless you are extremely nice and beg a lot.
